Abstract

English Language Learners (ELL) make up a growing portion of Mississippi’s public school population, yet questions remain about how effectively schools are supporting their academic development. This study explores the structure and implementation of ELL programs in the state of Mississippi, with a focus on how these programs are experienced by those directly involved: ELL administrators, parents, teachers, and former ELL students. By examining both institutional practices and personal perspectives, this study aims to better understand the strengths and limitations of the present Mississippi ELL support systems. This study employed a qualitative approach to gather insights from the above-mentioned individuals connected to ELL education; data and insights were collected through a combination of live interviews conducted over Zoom and written responses submitted via email. These responses were thematically analyzed for recurring patterns related to program design, instructional strategies, and student outcomes. Key themes and findings emerged from the study: concerns regarding inconsistent training, limited staffing, and uneven access to resources across Mississippi districts for ELL support. Across interviews, many participants also highlighted overstandardization of ELL programming, communication conflicts between schools and families, and socioemotional challenges for ELL students. On the whole, this study’s findings indicate that the current structure of Mississippi ELL programs does provide a foundation of support but falls short of fully addressing student needs in a multidimensional way. Therefore, this research suggests some recommendations for the Mississippi Department of Education, specifically strengthening teacher preparation, improving communication with families, refining program structure and testing, and addressing resource disparities across the state. These changes would contribute to more consistent and effective outcomes for English language learners across the state.
