Wall of the U.S. Army Corps of Engineers; speech by Governor Bill Allain; presentation of two plaques to Whitten; Mississippi Speaker of the House Buddie Newman presents resolution to Whitten; welcome by Hoyt Strickland and presentation of plaque to Whitten, followed by more crowd scenes at the end of the ceremony.
