Abstract
This dissertation explores Little Rock, Arkansas, as a site that provides a surprising perspective for understanding the national history of postwar urban policy. By centering Little Rock, this dissertation joins recent efforts to historicize neoliberalism and serves as a starting point to understanding the role of smaller cities in the history of neoliberalization.
