Abstract
The capture of Saddam Hussein is being hailed as a milestone in the war against terrorism, but it marks only the beginning of a process to bring the deposed Iraqi leader to justice. The U.S. government is working with the Iraqi Governing Council to determine how and when Hussein will be tried for his actions.
